Djibouti: The Small Country With Big Military Bases

Djibouti is a speck — 23,000 km², 1 million inhabitants — but a strategic speck. This small country in the Horn of Africa, at the entrance to the Red Sea, hosts French, American, Chinese, Japanese and Italian military bases. It is the only place in the world where the armies of the great powers rub shoulders. Djibouti sells its geography, for lack of natural resources.

The Geostrategic Rent Economy

Djibouti lives off military base rents and its port — vital for landlocked Ethiopia. President Guelleh has been in power since 1999, following his uncle who ruled since 1977. It is an authoritarian stability: opposition repressed, press controlled. Khat — the stimulant plant chewed daily — is a national addiction that consumes a significant share of household income.

The Ubuntu Strength: Nomadic Hospitality

Djibouti is a land of nomads — Afar and Issa — who have learned to survive in a hostile environment. The desert forges solidarity: water, milk and shade are shared. Hospitality is a sacred duty. Djiboutian music, women's songs, sustain a living culture despite rapid modernisation. Afar-Issa coexistence is generally peaceful.
